Why Save Neris Matters
Every significant public initiative begins with the recognition that existing ways of understanding a problem have become insufficient.
Save Neris emerged from precisely such a recognition.
For decades, the Viliya–Neris River was examined through separate scientific, institutional and political perspectives. Conservation organisations focused on biodiversity and protected habitats. Hydrologists studied river dynamics. Nuclear experts assessed the Belarusian Nuclear Power Plant. Infrastructure planners evaluated transport corridors. Security institutions considered military mobility. Lawyers interpreted European environmental legislation. Economists analysed public investment and funding priorities.
Each of these perspectives generated valuable knowledge. Each addressed an important dimension of the river's future. Yet each remained largely confined to its own institutional and disciplinary framework.
The problem, therefore, was not a lack of expertise.
Europe possesses extensive knowledge about rivers, biodiversity, nuclear safety, transport infrastructure, environmental law and climate adaptation. What has been largely missing is an analytical framework capable of understanding how these different systems of knowledge interact when they converge within the same living ecosystem.
The Viliya–Neris brought this gap into unusually sharp focus.
Today, the river simultaneously forms part of the Natura 2000 network, remains one of the last migration corridors for Wild Baltic Salmon, belongs to the catchment of an operating nuclear power plant and a proposed radioactive waste repository, is increasingly discussed within military mobility and civil protection planning, and is affected by decisions concerning European public investment, infrastructure development and climate adaptation.
Few European rivers concentrate so many ecological, legal, technological and geopolitical processes within a single transboundary landscape.
This convergence revealed something extending far beyond the future of one river.
It exposed a broader transformation in the relationship between European societies and nature.
Across Europe, rivers are increasingly expected to perform multiple functions simultaneously. They are no longer understood solely as ecosystems. They are also regarded as transport infrastructure, climate adaptation assets, emergency corridors, strategic resources, components of national security and recipients of technological and environmental risks.
Each of these functions may appear justified when considered independently. However, when they accumulate within the same ecosystem, they fundamentally alter both the river itself and the principles by which it is governed.
The challenge, therefore, is not simply that the Viliya–Neris is expected to fulfil multiple functions. Rivers have always served ecological, economic and social purposes. The challenge is that these new functions increasingly originate from different policy systems, each pursuing different objectives, operating under different legal frameworks and measuring success according to different criteria.
The river experiences the cumulative consequences of decisions that no single institution is responsible for assessing in their entirety.
In this sense, the Viliya–Neris exposes not only environmental pressures but also a fragmentation of governance.
Institutions responsible for biodiversity, nuclear safety, infrastructure, defence, climate policy, public finance and spatial planning continue to operate largely within separate administrative and legal domains, while the river itself integrates the consequences of all these decisions into one ecological reality.
This changes the nature of the question.
The central issue is no longer whether an individual infrastructure project complies with environmental legislation, whether a specific investment satisfies regulatory requirements, or whether biodiversity protection remains formally in place.
The more fundamental question is whether existing European governance systems are capable of recognising and managing cumulative transformations before they become irreversible.
It was this question that became the intellectual foundation of Save Neris.
From the outset, the initiative was not conceived as another environmental campaign centred on a single river, nor as a response to one particular infrastructure project or environmental threat. Instead, Save Neris was established as a European research and public-interest initiative designed to understand how complex environmental transformations emerge, interact and reshape shared ecosystems long before their cumulative consequences become fully visible.
Our work therefore began not with advocacy but with reconstruction.
We assembled scientific publications, hydrological studies, biodiversity assessments, Natura 2000 documentation, environmental impact assessments, satellite imagery, historical records, European legislation, international conventions, policy papers, infrastructure plans, investment strategies and public decision-making processes. Rather than treating these materials as isolated sources of expertise, we examined how they interacted and what they collectively revealed about the changing role of the Viliya–Neris within contemporary European governance.
This interdisciplinary approach gradually evolved into something broader than environmental monitoring.
Save Neris became a European knowledge initiative dedicated to documenting the transformation of the Viliya–Neris as a means of understanding wider transformations in environmental governance, public policy and democratic decision-making.
Today, the initiative functions simultaneously as a research programme, a knowledge hub and an observatory based on one central proposition: protecting a river requires understanding the entire system of ecological, legal, institutional, financial and political decisions through which that river is governed.
For this reason, the Viliya–Neris is not simply the subject of our work.
It is a methodological lens through which broader European developments become visible.
Its future allows us to examine how democratic societies reconcile biodiversity conservation with security policy; how environmental law operates under geopolitical pressure; how public investment influences protected landscapes; how climate resilience is incorporated into infrastructure planning; and how scientific knowledge can contribute to more coherent systems of governance.
The significance of the Viliya–Neris therefore extends well beyond its own basin.
It demonstrates how a single transboundary ecosystem can illuminate structural questions affecting many shared rivers across Europe. The governance dynamics visible here are unlikely to be unique. They may increasingly characterise other river basins where environmental protection, infrastructure development, climate adaptation and security policies converge within the same landscapes.
The Viliya–Neris is therefore more than the object of this initiative.
It is the point from which a broader European conversation begins.
A conversation about how democratic societies govern living systems under conditions of growing environmental uncertainty, technological complexity and geopolitical pressure.
Protecting this river is not simply the objective of Save Neris.
It is an opportunity to rethink how Europe understands, governs and safeguards its shared ecosystems in the twenty-first century. If Europe can develop an integrated model capable of protecting the Viliya–Neris under these conditions, it will also strengthen its capacity to protect many other transboundary ecosystems facing similar pressures in the decades ahead.
